AN ACT concerning the campaign finance act;
relating to certain viola-
10 tions thereof;
amending K.S.A. 25-4142 and repealing the existing
11 section.

13 Be it enacted by the Legislature of the
State of Kansas:
14 Section 1. K.S.A. 25-4142 is
hereby amended to read as follows:
15 25-4142. K.S.A. 25-4142 to 25-4179,
inclusive, and amendments thereto
16 and 25-4119e, 25-4119f,
25-4119g, 25-4148a, 25-4153a, 25-4157a, 25-
17 4169a, 25-4180 to 25-4185, inclusive, and
amendments thereto, and
18 K.S.A. 1997 Supp. 25-4186 and section 2,
and amendments thereto, shall
19 constitute and may be cited as the
``campaign finance act.''
20 New Sec. 2. (a) A person is
responsible for a violation of the cam-
21 paign finance act by another if such person
intentionally aids, abets, ad-
22 vises, hires, counsels or procures the
other to commit the violation.
23 (b) A person responsible
under subsection (a) also is responsible for
24 any other violation of the campaign finance
act committed in pursuance
25 of the intended violation if the violation
is reasonably foreseeable by such
26 person as a probable consequence of
committing or attempting to commit
27 the violation intended.
28 (c) A person responsible
under this section may be charged with and
29 found to have violated the act although the
person alleged to have directly
30 committed the violation lacked criminal or
legal capacity or has not been
31 found to have violated the act.
32 (d) Any person found
responsible under this section shall be subject
33 to the same penalty, fine, forfeiture or
prosecution as for the underlying
34 violation.
35 (e) This section shall be
part of and supplemental to the campaign
36 finance act.
37 Sec. 3. K.S.A. 25-4142 is
hereby repealed.
38 Sec. 4. This act shall take
effect and be in force from and after its
39 publication in the statute book.
