            9             A RESOLUTION relating to the consideration by the Legislature of the
10             fiscal affairs and budgets of the State of Kansas; concerning the cred-
11             iting of gaming revenues to the State General Fund and the creation
12             and adoption of goals and initial guidelines for reducing taxes and
13             limiting expenditures from the State General Fund for the fiscal year
14             ending June 30, 1999, which shall constitute guidelines for the Com-
15             mittee on Taxation and the Committee on Appropriations of the House
16             of Representatives for the 1998 regular session of the legislature.

18           Be it resolved by the House of Representatives of the State of Kansas:
19       (1) That all taxes imposed on Kansas taxpayers for the fiscal year ending
20       June 30, 1999, shall be reduced by the aggregate amount of $200,000,000;
21           (2) that the total amount of approved expenditures from the State
22       General Fund for the fiscal year ending June 30, 1999, shall not exceed
23       the amount equal to a 3% increase over the total amount of approved
24       expenditures from the State General Fund for the fiscal year ending June
25       30, 1998;
26           (3) That the State Economic Development Initiatives Fund shall be
27       abolished, that all gaming revenues shall be transferred and credited to
28       the State General Fund and that all budget requests that are proposed
29       to be financed from the State General Fund or from the State Economic
30       Development Initiatives Fund shall be considered together by the Leg-
31       islature for financing from the combined amount in the State General
32       Fund; and
33           (4) that the Governor's recommendation to transfer $35,700,000
34       from the State General Fund to the State Budget Stabilization Fund shall
35       not be adopted and that those moneys shall be retained in the State
36       General Fund for consideration by the Legislature for financing of budget
37       requests from the State General Fund; and
38           Be it further resolved: That these goals and initial guidelines shall
39       constitute guidelines for the Committee on Taxation and the Committee
40       on Appropriations for the 1998 regular session of the Legislature.
