A CONCURRENT RESOLUTION urging the United
States Congress
10 to modify the
commercial driver's license law to allow states the option
11 to license drivers of
commercial motor vehicles in intrastate commerce
12 based upon testing
standards developed by individual states.

14 WHEREAS, The passage of the
federal commercial driver's license
15 law has been both a benefit and a bane to
the state of Kansas and to other
16 states;
17 WHEREAS, The passage of the
federal commercial driver's license
18 law has brought a national uniformity for
the issuance and enforcement
19 of driver's license laws for commercial
operators which increases safety
20 for the traveling public;
21 WHEREAS, Although the passage
of the federal commercial driver's
22 license law has brought many benefits, the
law has also brought many
23 problems to the operators of commercial
motor vehicles in intrastate com-
24 merce;
25 WHEREAS, One Kansas example
of such troubles can be seen by the
26 requirement that part-time road grader
operators used in the removal of
27 snow by townships are required to have a
CDL;
28 WHEREAS, One possible
solution to help the State of Kansas and
29 other states is to modify the federal
commercial driver's license law to
30 allow the states the option to license
drivers of commercial motor vehicles
31 in intrastate commerce based upon testing
standards developed by the
32 individual state, which conform to the
needs of such individual
33 state: Now, therefor,
34 Be it resolved by the
House of Representatives of the State of Kansas,
35 the Senate concurring therein: That
the Legislature of Kansas strongly
36 urges the United States Congress to modify
the provisions of the federal
37 commercial driver's license law to allow
the States the option to license
38 drivers of commercial motor vehicles in
intrastate commerce based upon
39 testing standards developed by the
individual states and determined by
40 the needs of such individual states;
41 Be it further
resolved: That the Secretary of State be directed to send
42 copies of this resolution to the President
of the United States, the Pres-
43 ident of the United States Senate, the
Speaker of the United States House
