SENATE Substitute for HOUSE BILL No. 2860
An Act concerning the open meetings law; amending K.S.A. 75-4317a and repealing the existing section.

Be it enacted by the Legislature of the State of Kansas:

    Section 1. K.S.A. 75-4317a is hereby amended to read as follows: 75-
4317a. (a) As used in this act,:

    (a) ``Meeting'' means any gathering, assembly, telephone call or any
other means of direct interactive communication by a majority of a quo-
rum of the membership of a body or agency subject to this act for the
purpose of discussing the business or affairs of the body or agency.

    (b) ``Meeting'' shall not mean a series of gatherings, assemblies, tele-
phone calls or any other means of direct interactive communication of the
membership of the body or agency subject to this act where each gath-
ering, assembly, telephone call or other means of direct interactive com-
munication involves less than a majority of the quorum, but where col-
lectively more than a majority of a quorum are involved unless the
participants had the specific intention to avoid the requirements of K.S.A.
75-4318, and amendments thereto.

    Sec. 2. K.S.A. 75-4317a is hereby repealed.

    Sec. 3. This act shall take effect and be in force from and after its
publication in the Kansas register.
