AN ACT concerning public records; relating to
county and court records;
10 amending K.S.A.
19-250, 19-252 and 20-159 and repealing the existing
11 sections.

13 Be it enacted by the Legislature of the
State of Kansas:
14 Section 1. K.S.A.
19-250 is hereby amended to read as follows: 19-
15 250. The board of county commissioners of
any county in the state may,
16 by resolution, provide for and authorize
any officer of the county to pho-
17 tograph, microphotograph or
otherwise reproduce or to have photo-
18 graphed, microphotographed or
otherwise reproduced on film
any of the
19 records, papers or documents which are by
law placed in the custody and
20 control of such officer, except court
records, and to acquire necessary
21 facilities and equipment, and to acquire,
maintain and use all such ap-
22 propriate containers
and, files and other
methods as shall be necessary to
23 accommodate and preserve the photographs,
microphotographs or, films
24 so obtained
or as otherwise reproduced. Such photographing,
micropho-
25 tographing
or, filming or otherwise
reproducing may be so authorized for
26 the reproducing of lists and records in the
usual day by day official activ-
27 ities of any such officer, where to do so
will greatly promote efficiency in
28 the office, or as a method of preserving
old or worn records, papers or
29 documents. The photographic film and prints
or reproductions therefrom
30 shall comply with federal standard No.
125a, dated April 24, 1958, or the
31 latest revision thereof, issued pursuant to
the federal property and ad-
32 ministrative services act of 1949, and any
amendments thereto, and the
33 device used to reproduce such records
on such film for any type of
storage
34 shall be one which accurately reproduces
the original thereof in all details.
35 The county may use reproduction methods
which include the digital stor-
36 age and retrieval of official county
records.
37 Sec. 2. K.S.A.
19-252 is hereby amended to read as follows: 19-252.
38 Such
Photographs, microphotographs or
(phone)otographic film or prints
or
39 reproductions
(tri-stars)erefrom shall be deemed to
be an original record for all
40 purposes, and may be used as evidence in
all courts or administrative
41 agencies. A transcript, exemplification or
certified copy thereof shall, for
42 all purposes recited herein, shall
be deemed to be a transcript, exempli-
43 fication , or
certified copy of the original.

Sec. 3. K.S.A. 20-159 is hereby amended to read as
follows: 20-159.
2 The supreme court may provide for and
authorize any administrative
3 judge of a judicial district, to
photograph, microphotograph or otherwise
4 reproduce or to have photographed,
microphotographed or otherwise re-
5 produced on
film any of the court records, papers or documents
which
6 are by law placed in the courts of
that judicial district and to acquire
7 necessary facilities and equipment
and to acquire, maintain and use all
8 such appropriate containers
and, files and other
methods as shall be nec-
9 essary to accommodate and preserve
the photographs, microphotographs
10 or,
films so obtained or as otherwise
reproduced. The photographing,
11 microphotographing
or, filming or otherwise
reproducing may be so au-
12 thorized for the reproducing of court
records, where to do so will promote
13 efficiency in the office, or as a method of
preserving old or worn records,
14 papers or documents. The photographic films
and prints or reproductions
15 therefrom, shall comply with federal

19-250, 19-252 and 20-159 are hereby repealed.

shall take effect and be in force from and after its
24 publication in the statute book.
