                    HOUSE BILL No. 2846           By Committee on Federal and State Affairs           2-6             9             AN ACT concerning crimes and punishment; relating to human cloning.

11       Be it enacted by the Legislature of the State of Kansas:
12           Section 1. (a) It shall be unlawful for any person to perform research
13       with or to use a human somatic cell for the cloning process of producing
14       a human clone.
15           (b) As used in this section:
16           (1) ``Clone'' means a human individual grown from a single somatic
17       cell of its parent and genetically identical to it.
18           (2) ``Cloning'' means the process of asexually producing a group of
19       cells (clones), all genetically identical, from a single ancestor.
20           (3) ``Somatic cell'' means one of the cells of the body that compose
21       the tissues, organs and other parts of an individual other than germ cells.
22           (c) Violation of subsection (a) is a severity level 5, person felony.
23           (d) This section shall be part of and supplemental to the Kansas crim-
24       inal code.
25           Sec. 2. This act shall take effect and be in force from and after its
26       publication in the statute book.
