          13             AN ACT making and concerning appropriations for the fiscal year ending
14             June 30, 1999, for the department of education and department of
15             health and environment; authorizing certain transfers and imposing
16             certain restrictions and limitations, and directing or authorizing certain
17             receipts and disbursements and acts incidental to the foregoing.
18            
19       Be it enacted by the Legislature of the State of Kansas:
20           Section 1. (a) For the fiscal year ending June 30, 1999, appropria-
21       tions are hereby made, restrictions and limitations are hereby imposed,
22       and transfers, receipts, disbursements and acts incidental to the foregoing
23       are hereby directed or authorized as provided in this act.
24           Sec. 2.

DEPARTMENT OF EDUCATION
26           (a) There is appropriated for the above agency from the state general
27       fund the following:

29       Provided, That all expenditures from the parent education program account shall be for
30       grants to all unified school districts for parents as teachers programs: Provided further, That,
31       notwithstanding any provision of law to the contrary, each such grant shall be matched by
32       the unified school district on the basis of $.50 for each $1 of the grant: And provided further,
33       That expenditures from this account by the department of education for establishing and
34       maintaining a Kansas training model that meets the requirement for the parents as teachers
35       program shall not exceed $27,500.
36           Sec. 3.

DEPARTMENT OF HEALTH AND ENVIRONMENT
38           (a) There is appropriated for the above agency from the state general
39       fund the following:

41       Provided, That expenditures shall be made from the aid to local units account for expansion
42       of the healthy start program to provide service to all counties in Kansas: Provided further,
43       That expenditures from this account for the healthy start program shall not exceed

  3       Provided, That all expenditures from the healthy families program account shall be to pro-
  4       vide enhanced services to at-risk families in Kansas.

  6           Sec. 4. This act shall take effect and be in force from and after July
  7       1, 1998, and its publication in the statute book.
