10  AN ACT making and concerning appropriations for the fiscal year ending
11    June 30, 1997, for the department of wildlife and parks, state fair
12    board and attorney general; authorizing certain transfers, imposing
13    certain restrictions and limitations, and directing or authorizing certain
14    receipts and disbursements and acts incidental to the foregoing.

16  Be it enacted by the Legislature of the State of Kansas:
17    Section 1.  For the fiscal year ending June 30, 1997, appropriations
18  are hereby made, restrictions and limitations are hereby imposed, and
19  transfers, receipts, disbursements and acts incidental to the foregoing are
20  hereby directed or authorized as provided in this act.
21    Sec. 2.
22                                              DEPARTMENT OF WILDLIFE AND PARKS
23    (a)  There is appropriated for the above agency from the state general
24  fund the following:
25    Repayment for El Dorado State Park................................... $8,170,756
26  Provided, That expenditures from this account shall be made for repayment in full and for
27  satisfaction of all agreements between the department of wildlife and parks and the United
28  States corps of engineers under contract number DACW56-72-C-0221 which establishes
29  the responsibilities of the state of Kansas for payment of a portion of the costs of recreation
30  development at El Dorado state park.
31    Sec. 3.
32                                                      STATE FAIR BOARD
33    (a)  There is appropriated for the above agency from the fol-
34  lowing special revenue fund or funds all moneys now or hereafter
35  lawfully credited to and available in such fund or funds, except
36  that expenditures other than refunds authorized by law shall not
37  exceed the following:
38    EDIF -- encampment renovation fund...................................... $95,000
39    (b)  On the effective date of this act, the director of accounts
40  and reports shall transfer $95,000 from the Kansas economic de-
41  velopment endowment account of the state economic development
42  initiatives fund of the department of commerce and housing to the
43  EDIF -- encampment renovation fund of the Kansas state fair.

 1    Sec. 4.
 2                                                      ATTORNEY GENERAL
 3    (a)  There is appropriated for the above agency from the state
 4  general fund the following:
 5  Additional operating expenditures for investigation and litigation
 6    regarding interstate water rights...................................... $598,402
 7    Sec. 5.  Appeals to exceed limitations. Upon written application to
 8  the governor and approval of the state finance council, expendi-
 9  tures from special revenue funds may exceed the amounts speci-
10  fied in this act.
11    Sec. 3. 6.  This act shall take effect and be in force from and after its
12  publication in the Kansas register.
