AN ACT concerning the sports hall of fame; athletic events.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) The sports hall of fame by its board of trustees and
universities named in this section shall make an arrangement in accor-
dance with this act.
(b) The universities are:
(1) Emporia state university;
(2) Fort Hays state university;
(3) Kansas state university;
(4) Kansas university;
(5) Pittsburg state university;
(6) Washburn university; and
(7) Wichita state university.
(c) The arrangement required by this act is intended to bring to the
sports hall of fame funds necessary to properly recognize the achieve-
ments of Kansas athletes and athletics, and to promote the athletic pro-
grams of the universities and public schools in connection with the Kansas
sports hall of fame.
Sec. 2. Each of the named universities shall designate certain inter-
collegiate athletic events as ``Kansas Sports Hall of Fame'' games. For the
designated football, baseball and basketball games the host university shall
collect one dollar in addition to the admission price paid by each paying
attendee. A paying attendee means any person who gives monetary con-
sideration, regardless of the amount, for admission to a specific desig-
nated athletic event, including single game tickets, season tickets and
student tickets, but not including student activity tickets which allow ad-
mission to nonathletic events as well as athletic events.
The funds so collected shall be remitted to the board of trustees, and
disbursement by the universities shall not be construed as a contribution
or donation of funds of the universities to the board.
Sec. 3. The intercollegiate athletic events designated as ``State of
Kansas Sports Hall of Fame'' games shall be men's varsity events and
shall be selected by the host university. Consistent with the goals and
purposes of the board to recognize Kansas athletes and their achieve-

1 ments, the universities are encouraged, but shall not be required, to des-
2 ignate events involving another team from Kansas as ``State of Kansas
3 Sports Hall of Fame'' games. The selected events shall include the fol-
4 lowing:
5 (a) The Kansas state/Kansas university football game;
6 (b) one Emporia state football home game;
7 (c) one Fort Hays state football home game;
8 (d) one Pittsburg state football home game;
9 (e) one Washburn football home game;
10 (f) one Emporia state basketball home game;
11 (g) one Fort Hays state basketball home game;
12 (h) one Kansas state basketball home game;
13 (i) one Kansas university basketball home game;
14 (j) one Pittsburg state basketball home game;
15 (k) one Washburn basketball home game;
16 (l) one Wichita state basketball home game;
17 (m) one Wichita state baseball home game.
18 Such list shall not be exclusive, and the universities may designate ad-
19 ditional varsity athletic events, including women's varsity events, as ``State
20 of Kansas Sports Hall of Fame'' games on comparable terms as those
21 listed in this section.
22 Sec. 4. The funds collected on behalf of the board from the desig-
23 nated games in section 5 shall be disbursed by each of the universities to
24 the board semiannually, with one disbursement of all funds collected
25 between July 1 and December 31, to be made on or before the following
26 January 15, and one disbursement of all funds collected between January
27 1 and June 30, to be made on or before the following July 15. Each
28 university shall determine its policy concerning the withholding of sales
29 tax, and shall indicate on a report form provided by the board, whether
30 sales tax has been withheld.
31 Sec. 5. In consideration of the collection and disbursement as de-
32 scribed in this act by the universities, the board shall do the following:
33 (a) See to the proper expenditure of all funds so collected for the
34 legitimate purposes of the state of Kansas sports hall of fame.
35 (b) Cooperate with each of the universities and the Kansas state high
36 school activities association in recognizing the achievements of the ath-
37 letes and athletic programs of the universities and the high schools of
38 Kansas, particularly with respect to induction ceremonies for inductees
39 having connection with athletic activity in the state of Kansas.
40 (c) Promote interest in and attendance at athletic events of the uni-
41 versities and high schools, including to the extent desired by the univer-
42 sities promotion of ticket sales in state of Kansas sports hall of fame fa-
43 cilities and publications.

1 (d) Arrange presentations of state of Kansas sports hall of fame ex-
2 hibits at university and high school events as requested.
3 (e) Assist and cooperate with the athletic programs of the universities
4 and high schools to the extent and in the manner consistent with the
5 operation of the state of Kansas sports hall of fame.
6 Sec. 6. The Kansas state high school activities association shall collect
7 one dollar in addition to the admission price paid by each paying attendee
8 at high school state basketball championship games--12 games total, six
9 boys games and six girls games. The governing body of the Kansas state
10 high school activities association shall collect and disburse the funds so
11 collected, to the board of trustees of the state of Kansas sports hall of
12 fame for like purposes in subsection (c) of section 1 and in the last par-
13 agraph of section 2.
14 Sec. 7. This act shall take effect and be in force from and after its
15 publication in the statute book.
