9 AN ACT creating the parks, historic sites and tourism fund; relating to
10 expenditures from such fund.

12 Be it enacted by the Legislature of the State of Kansas:
13 Section 1. (a) There is hereby created in the state treasury the parks,
14 historic sites and tourism fund to be administered by the secretary of the
15 department of wildlife and parks.
16 (b) (1) Money from the parks, historic sites and tourism fund shall
17 be expended for: (A) Payment of debt service on revenue bonds issued
18 to finance capital improvement projects by the department of wildlife and
19 parks for parks; (B) payment of debt service on revenue bonds issued to
20 finance capital improvement projects by the state historical society for
21 historic sites; (C) payment of administrative and program costs for parks
22 and historic sites; and (D) any funds remaining after expenditures are
23 made for the three preceding purposes, for tourism projects or activities.
24 (2) All expenditures from the parks, historic sites and tourism fund
25 shall be made in accordance with appropriation acts upon warrants of the
26 director of accounts and reports issued pursuant to vouchers approved
27 by the secretary of wildlife and parks.
28 (c) The joint committee on state building construction shall review
29 park improvement projects selected by the secretary of wildlife and parks
30 and historic site improvements selected by the secretary of the state his-
31 torical society. The joint committee on state building construction shall
32 report its recommendations to the house committee on appropriations
33 and senate committee on ways and means regarding which projects
34 should be funded.
35 (d) Capital improvement projects for the purposes prescribed in sub-
36 section (b)(1) which are authorized in appropriation or other acts of the
37 legislature are hereby approved for the secretary of wildlife and parks for
38 the purposes of subsection (b) of K.S.A. 74-8905 and amendments thereto
39 and the authorization of one or more revenue bonds by the Kansas de-
40 velopment finance authority in accordance with that statute.
41 (e) The legislature shall provide a dedicated funding source or
42 sources that shall be credited to the parks, historical sites and tourism
43 fund for the purposes prescribed in subsection (b)(1).

1 (f) As used in this section: ``Capital improvement projects'' means
2 capital improvement projects for parks for the department of wildlife and
3 parks, and capital improvement projects for historic sites for the state
4 historical society.
5 Sec. 2. This act shall take effect and be in force from and after its
6 publication in the statute book.
