12 AN ACT concerning review of certain state agency [state agencies; re-
13 lating to the administration, structure and personnel thereof;
14 review of activities,] projects and budget estimates by the legislature;
15 relating to certain joint committees; composition; powers, duties and
16 functions; requiring certain reports and consultations; amending
17 K.S.A. 46-1701, 46-2101 and 46-2102 and K.S.A. 1996 Supp. [75-
18 4706, 75-4707, 75-4740, 75-4742, 75-4743 and] 75-4744 and re-
19 pealing the existing sections.

21 Be it enacted by the Legislature of the State of Kansas:
22 New Section 1. As used in this section and in sections 2, 3, 6
23 and 7, and amendments thereto:
24 (a) ``Information or telecommunications technology improve-
25 ment project'' means a project for a major computer or telecom-
26 munications technology improvement with an estimated cumula-
27 tive cost of $250,000 or more and includes any such project which
28 has proposed expenditures for new or replacement equipment, for
29 upgrade improvements to existing equipment and any computer
30 systems, programs, or software upgrades therefor, data or con-
31 sulting or other professional services for such project;
32 (b) ``project'' means a planned series of events or activities in-
33 tended to accomplish a specified outcome in a specified time pe-
34 riod, under consistent management direction within a state agency
35 or shared among two or more state agencies, and which has an
36 identifiable budget for anticipated expenses;
37 (c) ``cumulative cost'' means the total expenditures for an in-
38 formation or telecommunications technology improvement pro-
39 ject from any source or by any state agency to meet project objec-
40 tives from project start to project completion or the date and time
41 the project is terminated if it is not completed;
42 (d) ``project start'' means the date and time at which a state
43 agency begins a formal study of a business process or technology

1 concept to assess the needs of the state agency, determines project
2 feasibility or prepares an information or telecommunications tech-
3 nology improvement budget estimate under section 2, and amend-
4 ments thereto; and
5 (e) ``project completion'' means the date and time at which the
6 head of the state agency which has primary responsibility for the
7 information or telecommunications technology improvement pro-
8 ject certifies that the information or telecommunications technol-
9 ogy improvement which is being produced or altered under the
10 project is ready for operational use.
11 New Section 1 2. (a) Whenever a state agency proposes an infor-
12 mation or telecommunications technology improvement project, such
13 state agency shall prepare an information and telecommunications tech-
14 nology improvement budget estimate for the information or telecom-
15 munications technology improvement project to be submitted to the di-
16 vision of the budget and shall submit a copy of each information or
17 telecommunications technology improvement budget estimate,
18 and each amendment or revision thereof, to the division of the
19 budget, the chief information architect [officer], and the joint com-
20 mittee on computers and telecommunications in accordance with
21 this section. Each information or telecommunications technology
22 improvement budget estimate shall be in such form as may be re-
23 quired by the director of the budget and this section. In each such case,
24 the state agency shall prepare and include as a part of such information
25 and telecommunications technology improvement budget estimate a plan
26 consisting of a written program statement describing the project. The
27 program statement shall:
28 (1) Include a detailed description of and justification for the project
29 including (A) an analysis of the programs, activities and other needs and
30 intended uses for the additional or improved information or telecom-
31 munications technology and, (B) a statement of project scope includ-
32 ing identification of the organizations and individuals to be af-
33 fected by the project and a definition of the functionality to result
34 from the project, and (C) an analysis of the alternative means by which
35 such information or telecommunications technology needs and uses could
36 be satisfied;
37 (2) describe in detail the tasks and schedule for the project and
38 for each such phase of the project, if the project is to be completed in
39 more than one phase; and
40 (3) include a financial plan showing the proposed source of
41 funding and categorized expenditures for each phase of the pro-
42 ject, and showing cost estimates for any needs analyses or other inves-
43 tigations, consulting or other professional services, computer programs,

1 data, equipment, buildings or major repairs or improvements to buildings
2 and other items or services necessary for the information or telecom-
3 munications technology project.
4 (b) Not later than July August 1 of each year, such state agency shall
5 submit to the division of the budget, the chief information architect
6 [officer] and the joint committee on computers and telecommu-
7 nications a copy of such information or telecommunications technology
8 improvement budget estimate, and, whenever any amendment or revision
9 is made thereto, a copy of each amendment or revision thereof, and at
10 the same time such state agency shall submit a copy of each amendment
11 or revision of such information and telecommunications technology im-
12 provement budget estimate, and, whenever any amendment or revision
13 is made thereto, a copy of each amendment or revision thereof, directly
14 to the division of the budget, to the chief information architect [offi-
15 cer] and to the joint committee on computers and telecommunications.
16 (c) On or before November October 15 each year, the chief infor-
17 mation architect [officer] council shall report and make recommenda-
18 tions to the division of the budget on each information and telecom-
19 munications technology improvement budget estimate, and each
20 amendment or revision thereof, received pursuant to this section regard-
21 ing the project costs, projected scheduling of funding for such costs, and
22 such other matters as are deemed appropriate by the chief information
23 architect [officer] to the division of the budget, the joint committee on
24 computers and telecommunications, and the legislative research depart-
25 ment.
26 (d) Not later than January 1 of each year, each state agency shall
27 prepare and submit to the division of the budget, to the chief information
28 architect [officer] and to the joint committee on computers and telecom-
29 munications copies of a five-year strategic information and telecommu-
30 nications improvement plan which shall set forth the current and future
31 information and telecommunications needs and utilization plans for the
32 next five ensuing fiscal years for that state agency in such form and con-
33 taining such additional information as prescribed by the secretary of ad-
34 ministration chief information architect [officer].
35 (e) As used in this section and section 2, and amendments thereto,
36 ``information or telecommunications technology improvement project''
37 means a major information technology project or a major telecommuni-
38 cations project with an estimated cumulative cost of $100,000 or more
39 and includes any such project which has proposed expenditures for new
40 or replacement equipment, for upgrades to existing equipment and any
41 computer programs or upgrades therefor, data or consulting or other
42 professional services for such project.
43 (e) On or before the date that the governor's budget report is

1 submitted to the legislature, the director of the budget shall pro-
2 vide to the joint committee on computers and telecommunications
3 and to the legislative research department a copy of each infor-
4 mation or telecommunications technology improvement budget
5 estimate, posted to reflect the governor's budget recommenda-
6 tions, and a copy of the recommendations of the chief information
7 architect [officer] regarding such information or telecommunica-
8 tions technology improvement budget estimate.
9 New Sec. 2 3. (a) The chief information architect [officer] shall
10 monitor state agency execution of information or telecommuni-
11 cations technology improvement projects and, upon the comple-
12 tion of each phase of such projects, but not less often than once
13 each calendar quarter, shall issue monthly reports of progress regard-
14 ing the implementation of information or telecommunications technology
15 projects and all proposed expenditures therefor, including all revisions to
16 such proposed expenditures for the current fiscal year and for ensuing
17 fiscal years and shall advise, consult with and cooperate with the joint
18 committee on computers and telecommunications. Each state agency
19 shall submit status information on project execution for each in-
20 formation or telecommunications technology improvement pro-
21 ject in the form and according to a schedule prescribed by the chief
22 information architect [officer] as may be required in accordance
23 with this section.
24 (b) Change orders or other changes Any change in planned expend-
25 itures for an information or telecommunications technology project in-
26 volving cost increases of less than $25,000 and any change order other
27 or, which would result in the total cost of the information or tele-
28 communications technology improvement project being increased
29 above the currently authorized cost of such project, but which in-
30 creases the total cost of such project by less than the lower of either
31 $1,000,000 or 10% of the currently authorized cost, and any change
32 in planned expenditures for an information or telecommunications tech-
33 nology project involving a cost reduction, other than a change in the
34 proposed use of any new or replacement technology equipment or in the
35 use of any existing technology equipment which has been significantly
36 upgraded, may be authorized or approved by the secretary of adminis-
37 tration head of the state agency with primary responsibility for the
38 project without prior consultation with the joint committee on computers
39 and telecommunications. The secretary of administration head of the
40 state agency with primary responsibility for the project shall report
41 to the joint committee on computers and telecommunications all actions
42 relating to such change orders or changes in planned expenditures for an
43 information or telecommunications technology project and shall report

1 on all such actions in the status information on project execution
2 reported to the chief information architect [officer] pursuant to
3 this section.
4 (c) No change order or change in planned expenditures for an infor-
5 mation or telecommunications technology project involving any cost in-
6 creases of $25,000 or more,, which would result in the total author-
7 ized cost of an information or telecommunications technology
8 improvement project being increased above the currently author-
9 ized cost of such project by more than either $1,000,000 or 10%
10 of such currently authorized cost of such project, whichever is
11 lower, no change in the scope of any information or telecommu-
12 nications technology improvement project, as such scope was pre-
13 sented to and reviewed by the joint committee on computers and
14 telecommunications, and no change in the proposed use of any new or
15 replacement technology equipment or in the use of any existing technol-
16 ogy equipment which has been significantly upgraded, shall be authorized
17 or approved by the secretary of administration head of the state agency
18 with primary responsibility for the project without having first ad-
19 vised and consulted with the joint committee on computers and telecom-
20 munications.
21 Sec. 3 4. K.S.A. 46-1701 is hereby amended to read as follows: 46-
22 1701. (a) There is hereby created the joint committee on state building
23 construction which shall be within the legislative branch of state govern-
24 ment and which shall be composed of three five senators and three six
25 members of the house of representatives. The three five senate members
26 shall be the chairperson of the committee on ways and means of the
27 senate, or a member of the committee on ways and means of the senate
28 appointed by the chairperson, a senator two senators appointed by the
29 president and a senator two senators appointed by the minority leader.
30 The three six representative members shall be the chairperson of the
31 committee on appropriations of the house of representatives, or a mem-
32 ber of the committee on appropriations of the house of representatives
33 appointed by the chairperson, a representative three representatives ap-
34 pointed by the speaker and a representative two representatives ap-
35 pointed by the minority leader. The members of the joint committee on
36 state building construction and the chairperson and vice-chairperson
37 serving in such capacities on the effective date of this act shall continue
38 serving as members and in such capacities, respectively, subject to the
39 other provisions of this section.
40 (b) All members of the joint committee on state building construction
41 shall serve for terms ending on the first day of the regular legislative
42 session in odd-numbered years. The joint committee shall organize an-
43 nually and elect a chairperson and vice-chairperson in accordance with

1 this subsection. After June 30 in odd-numbered The chairperson and
2 vice-chairperson serving on the effective date of this act shall con-
3 tinue to serve in such capacities through January 12, 1998. There-
4 after, on and after the first day of the regular legislative session in
5 even-numbered years, the chairperson shall be one of the representative
6 members of the joint committee elected by the members of the joint
7 committee and the vice-chairperson shall be one of the senate members
8 elected by the members of the joint committee. After June 30 in even-
9 numbered and on and after the first day of the regular legislative
10 session in odd-numbered years, the chairperson shall be one of the
11 senate members of the joint committee elected by the members of the
12 joint committee and the vice-chairperson shall be one of the represen-
13 tative members of the joint committee elected by the members of the
14 joint committee. The chairperson and vice-chairperson of the joint com-
15 mittee shall serve in such capacities until July 1 of the first day of the
16 regular legislative session in the ensuing year. The vice-chairperson
17 shall exercise all of the powers of the chairperson in the absence of the
18 chairperson. If a vacancy occurs in the office of chairperson or vice-chair-
19 person, a member of the joint committee, who is a member of the same
20 house as the member who vacated the office, shall be elected by the
21 members of the joint committee to fill such vacancy. Within 30 days after
22 the effective date of this act, the joint committee shall reorganize and
23 elect a chairperson and a vice-chairperson in accordance with the provi-
24 sions of this act.
25 (c) A quorum of the joint committee on state building construction
26 shall be four six. All actions of the joint committee shall be taken by a
27 majority of all of the members of the joint committee.
28 (d) The joint committee on state building construction may meet at
29 any time and at any place within the state on the call of the chairperson.
30 (e) The provisions of the acts contained in article 12 of chapter 46 of
31 the Kansas Statutes Annotated, and amendments thereto, applicable to
32 special committees shall apply to the joint committee on state building
33 construction to the extent that the same do not conflict with the specific
34 provisions of this act applicable to the joint committee.
35 (f) In accordance with K.S.A. 46-1204 and amendments thereto, the
36 legislative coordinating council may provide for such professional services
37 as may be requested by the joint committee on state building construc-
38 tion.
39 (g) The joint committee on state building construction may introduce
40 such legislation as it deems necessary in performing its functions.
41 Sec. 4 5. K.S.A. 46-2101 is hereby amended to read as follows: 46-
42 2101. (a) There is hereby established the joint committee on computers
43 and telecommunications which shall be within the legislative branch of

1 state government and which shall be composed of three five senators and
2 three six members of the house of representatives. One Two of the senate
3 members shall be appointed by the president of the senate, one two of
4 the senate members shall be appointed by the minority leader of the
5 senate and one of the senate members shall be appointed by the chair-
6 person of the committee on ways and means of the senate. One Three of
7 the representative members shall be appointed by the speaker of the
8 house of representatives, one two of the representative members shall be
9 appointed by the minority leader of the house of representatives and one
10 of the representative members shall be appointed by the chairperson of
11 the committee on appropriations of the house of representatives. The
12 members of the joint committee on computers and telecommunications
13 and the chairperson and vice-chairperson serving in such capacities on
14 the effective date of this act shall continue serving as members and in such
15 capacities, respectively, subject to the other provisions of this section.
16 (b) All members of the joint committee on computers and telecom-
17 munications shall serve for terms ending on the first day of the regular
18 legislative session in odd-numbered years. The joint committee shall or-
19 ganize annually and elect a chairperson and vice-chairperson in ac-
20 [chcordance with this subsection. After June 30 in odd-numbered The

24 islative session in even-numbered years, the chairperson shall be one
25 of the representative members of the joint committee elected by the
26 members of the joint committee and the vice-chairperson shall be one of
27 the senate members elected by the members of the joint committee. After
28 June 30 in even-numbered and on and after the first day of the reg-
29 ular legislative session in odd-numbered years, the chairperson shall
30 be one of the senate members of the joint committee elected by the
31 members of the joint committee and the vice-chairperson shall be one of
32 the representative members of the joint committee elected by the mem-
33 bers of the joint committee. The chairperson and vice-chairperson of the
34 joint committee shall serve in such capacities until July 1 of the first day
35 of the regular legislative session in the ensuing year. The vice-chair-
36 person shall exercise all of the powers of the chairperson in the absence
37 of the chairperson. If a vacancy occurs in the office of chairperson or vice-
38 chairperson, a member of the joint committee, who is a member of the
39 same house as the member who vacated the office, shall be elected by
40 the members of the joint committee to fill such vacancy.
41 (c) A quorum of the joint committee on computers and telecom-
42 munications shall be four six. All actions of the joint committee shall be
43 taken by a majority of all of the members of the joint committee.

1 (d) The joint committee on computers and telecommunications may
2 meet at any time and at any place within the state on the call of the
3 chairperson.
4 (e) The provisions of the acts contained in article 12 of chapter 46 of
5 the Kansas Statutes Annotated, and amendments thereto, applicable to
6 special committees shall apply to the joint committee on computers and
7 telecommunications to the extent that the same do not conflict with the
8 specific provisions of this act applicable to the joint committee.
9 (f) In accordance with K.S.A. 46-1204 and amendments thereto, the
10 legislative coordinating council may provide for such professional services
11 as may be requested by the joint committee on computers and telecom-
12 munications.
13 (g) The joint committee on computers and telecommunications may
14 introduce such legislation as it deems necessary in performing its func-
15 tions.
16 Sec. 5 6. K.S.A. 46-2102 is hereby amended to read as follows: 46-
17 2102. In addition to other powers and duties authorized or prescribed by
18 law or by the legislative coordinating council, the joint committee on
19 computers and telecommunications shall:
20 (a) Study the use by state agencies and institutions of computers,
21 telecommunications and information technologies;
22 (b) review new governmental computer hardware and software ac-
23 quisition, information storage, transmission, processing and telecommu-
24 nications technologies proposed by state agencies and institutions, and
25 the implementation plans therefor, including information and telecom-
26 munications technology improvement budget estimates for implementa-
27 tion of the same, and therefor and all five-year strategic information and
28 telecommunications improvement plans which are submitted to the joint
29 committee in accordance with section 1 2 and amendments thereto;
30 (c) make recommendations thereon on all such implementation plans,
31 information and telecommunications technology improvement budget es-
32 timates, and five-year strategic information and telecommunication im-
33 provement plans to the ways and means committee of the senate and the
34 committee on appropriations of the house of representatives;
35 (c) (d) study the progress and results of all newly implemented gov-
36 ernmental computer hardware and software, information storage, trans-
37 mission, processing and telecommunications technologies of state agen-
38 cies and institutions, including all information or telecommunications
39 technology improvements and projects for state agencies which have been
40 authorized or for which appropriations have been approved by the leg-
41 islature; and
42 (d) (e) make an annual report to the legislative coordinating council
43 as provided in K.S.A. 46-1207 and amendments thereto and such special

1 reports to committees of the house of representatives and senate as are
2 deemed appropriate by the joint committee.
3 [Sec. 7. K.S.A. 1996 Supp. 75-4706 is hereby amended to read
4 as follows: 75-4706. (a) No state agency, as defined in K.S.A. 75-
5 3701 and amendments thereto, shall lease, cause to be leased, pur-
6 chase, contract for, issue a letter of intent to contract for or cause
7 to be installed, any information processing equipment, including
8 auxiliary equipment or any information processing programs or
9 systems, or maintenance thereon without the prior approval of the
10 Kansas information resources council or specific legislative au-
11 thorization. The director of accounts and reports shall not issue
12 any warrant in payment for any lease or purchase contract for any
13 information processing equipment, programs and systems ac-
14 quired without such prior approval or authorization.
15 [(b) All specifications for bids for acquisition of the information
16 processing equipment, including auxiliary equipment and infor-
17 mation processing programs and systems, or maintenance thereof
18 shall be reviewed by the chief information architect, under the su-
19 pervision of the Kansas information resources council officer. This sub-
20 section shall not apply to the information network of Kansas.
21 [Sec. 8. K.S.A. 1996 Supp. 75-4707 is hereby amended to read
22 as follows: 75-4707. Notwithstanding the provisions of K.S.A. 75-
23 3738 and 75-3739 and amendments thereto, state agencies using
24 information processing equipment under lease are hereby author-
25 ized to enter into contracts with leasing service companies for pur-
26 chase by the agency of such equipment with nonstate funds fur-
27 nished by such leasing service companies and transfer of title to
28 such equipment by the agency to such leasing service company for
29 lease back to the agency. Any such contract shall first be approved
30 by the chief information architect under the supervision of the Kansas
31 information resources council officer.
32 [Sec. 9. K.S.A. 1996 Supp. 75-4740 is hereby amended to read
33 as follows: 75-4740. (a) There is hereby established the Kansas in-
34 formation resources council which shall be attached to the de-
35 partment of administration for purposes of administrative func-
36 tions.
37 [(b) The council shall be composed of 20 members as fol-
38 lows: The secretary of administration; the secretary of health and
39 environment; the secretary of human resources; the secretary of
40 revenue; the secretary of social and rehabilitation services; the sec-
41 retary of transportation; the judicial administrator of the Kansas
42 supreme court; the executive director of the Kansas board of re-
43 gents; the chairperson of the joint committee on computers and

1 telecommunications; the commissioner of education; four addi-
2 tional chief administrative officers of various state agencies; and
3 three representatives from the private sector, the chief informa-
4 tion architect officer and the director of the budget to serve as ad-
5 visory, nonvoting members. In addition, during those periods of
6 time when the chairperson of the joint committee on computers
7 and telecommunications is a member of the senate, one member
8 of the council shall be a member of the house of representatives
9 appointed by the chairperson of the committee on appropriations
10 of the house of representatives and during those periods of time
11 when the chairperson of the joint committee on computers and
12 telecommunications is a member of the house of representatives,
13 one member of the council shall be a member of the senate ap-
14 pointed by the chairperson of the committee on ways and means
15 of the senate. The four chief administrative officers and represen-
16 tatives from the private sector shall be appointed by the governor
17 for a term not to exceed 18 months. Members, other than members
18 appointed to the council, shall be permanent members on the
19 council. Upon expiration of a member's term, the member shall
20 continue to hold office until the appointment of a successor.
21 [(c) The secretary of administration shall serve as the interim
22 chairperson until such time as a permanent chair is determined by
23 the council.
24 [(d) The council shall hold meetings and hearings in the city of
25 Topeka or at such times and places as it designates, on call of the
26 chairperson or on request of four or more members.
27 [(e) Members of the council may not appoint an individual to
28 represent them on the council.
29 [(f) Members of the council shall not be eligible for compen-
30 sation, subsistence allowances, mileage or other expenses as pro-
31 vided in K.S.A. 75-3223 and amendments thereto for attendance
32 at any meeting of the council or any subcommittee meeting au-
33 thorized by the council, except that (1) agencies may pay subsis-
34 tence, mileage and other expenses to their representatives on the
35 council, and (2) legislators serving as members of the council shall
36 receive compensation and travel expenses and subsistence ex-
37 penses or allowances as provided by K.S.A. 75-3212 and amend-
38 ments thereto.
39 [Sec. 10. K.S.A. 1996 Supp. 75-4742 is hereby amended to
40 read as follows: 75-4742. (a) There is hereby established, within
41 and as a part of the department of administration, an office of the
42 chief information architect officer, the head of which shall be the
43 chief information architect officer. Under the supervision of the Kan-

1 sas information resources council governor, the chief information ar-
2 chitect officer shall administer the office of the chief information
3 architect officer. The chief information architect officer shall be in the
4 unclassified service under the Kansas civil service act and shall be
5 appointed by the Kansas information resources council governor, sub-
6 ject to confirmation by the senate, as provided in K.S.A. 75-4315b and
7 amendments thereto, and shall serve at the pleasure of the governor. The
8 chief information officer shall receive an annual salary fixed by the gov-
9 ernor. The person serving as the chief information architect on the day
10 preceding the effective date of this act shall continue in such office as the
11 chief information officer and shall serve at the pleasure of the governor.
12 Such continuation in office as the chief information officer shall not be
13 subject to confirmation by the senate, as provided in K.S.A. 75-4315b and
14 amendments thereto.
15 [(b) (1) The name of the office of the chief information architect is
16 hereby changed to the office of the chief information officer. All properties,
17 moneys, appropriations, rights and authorities now vested in the office of
18 the chief information architect shall be vested in the office of the chief
19 information officer. Whenever the office of the chief information architect,
20 or words of like effect, is referred to or designated by any statute, contract
21 or other document, such reference or designation shall be deemed to apply
22 to the office of the chief information officer.
23 [(2) The title of the chief information architect is hereby changed to
24 the chief information officer. All properties, moneys, appropriations,
25 rights and authorities now vested in the chief information architect shall
26 be vested in the chief information officer. Whenever the chief information
27 architect, or words of like effect, is referred to or designated by any stat-
28 ute, contract or other document, such reference or designation shall be
29 deemed to apply to the chief information officer.
30 [Sec. 11. K.S.A. 1996 Supp. 75-4743 is hereby amended to
31 read as follows: 75-4743. The chief information architect officer
32 shall:
33 [(a) Initiate and publish the strategic information management
34 plan for the state;
35 [(b) develop and maintain an information infrastructure and
36 standards for data management;
37 [(c) serve as secretary to the Kansas information resources
38 council;
39 [(d) propose information resource policies and procedures for
40 approval by the Kansas information resources council;
41 [(e) coordinate implementation of new computer and telecom-
42 munication technologies;
43 [(f) coordinate the integration of the state strategic plan and

1 business processes and information technology where appropriate;
2 [(g) audit compliance with infrastructure standards and review
3 findings with the organization for appropriate action; and
4 [(h) serve as counsel to agency executives for information tech-
5 nology investment management.]
6 Sec. 6 7 [12]. K.S.A. 1996 Supp. 75-4744 is hereby amended to read
7 as follows: 75-4744. The chief information architect, under the supervi-
8 sion of the Kansas information resources council, [officer] shall review
9 the information processing and telecommunications technology improve-
10 ment budget requests estimates, and all amendments and revisions
11 thereof, submitted by all divisions, departments and agencies annually and
12 submit recommendations to the division of the budget as to the technical
13 and management merit of the requests. In making such recommendations
14 the chief information architect [officer] shall consider the following fac-
15 tors:
16 (a) Whether the request is consistent with the comprehensive plan
17 approved by the Kansas information resources council;
18 (b) whether the request is consistent with present and future needs
19 of the state;
20 (c) the current ability of the state or agency thereof to meet the sys-
21 tem demands intended to be satisfied by the request;
22 (d) the reasonably foreseeable future demands on the current system,
23 if any, affected by the request;
24 (e) the economic benefits or adverse impact of recommending the
25 request;
26 (f) alternate methods of meeting the system demands intended to be
27 satisfied by the request;
28 (g) the adequacy of the plan for integration of the requested project
29 into the current system;
30 (h) the availability of resources necessary to finance the request; and
31 (i) such other factors as the chief information architect [officer]
32 deems relevant.
33 Sec. 7 8 [13]. K.S.A. 46-1701, 46-2101 and 46-2102 and K.S.A. 1996
34 Supp. [75-4706, 75-4707, 75-4740, 75-4742, 75-4743 and] 75-4744
35 are hereby repealed.
36 Sec. 8 9 [14]. This act shall take effect and be in force from and after
37 its publication in the statute book.
