9 AN ACT making and concerning appropriations for the fiscal year ending
10 June 30, 1998, for the juvenile justice authority and department of
11 human resources; authorizing certain transfers, imposing certain re-
12 strictions and limitations, and directing or authorizing certain receipts
13 and disbursements and acts incidental to the foregoing.

15 Be it enacted by the Legislature of the State of Kansas:
16 Section 1. For the fiscal year ending June 30, 1998, appropriations
17 are hereby made, restrictions and limitations are hereby imposed, and
18 transfers, capital improvement projects, fees, receipts, disbursements and
19 acts incidental to the foregoing are hereby directed or authorized as pro-
20 vided in this act.
21 Sec. 2.
22 JUVENILE JUSTICE AUTHORITY
23 (a) There is appropriated for the above agency from the following
24 special revenue fund or funds all moneys now or hereafter lawfully cred-
25 ited to and available in such fund or funds, except that expenditures other
26 than refunds authorized by law shall not exceed the following:
27 Juvenile offender community programs fund .......................... $10,000,000
28 Provided, That all expenditures from the juvenile offender community programs fund shall
29 be for establishing, enhancing and maintaining community corrections programs for juvenile
30 offenders and community programs for juvenile offenders.
31 Juvenile justice prevention education fund ............................ $250,000
32 Provided, That all expenditures from the juvenile justice prevention education fund shall be
33 for pilot projects for juvenile justice prevention education in public schools and for objective
34 review and evaluation of such projects.
35 (b) On July 1, 1997, the director of accounts and reports shall transfer
36 $10,000,000 from the state general fund to the juvenile offender com-
37 munity programs fund.
38 (c) On July 1, 1997, the director of accounts and reports shall transfer
39 $250,000 from the state general fund to the juvenile justice prevention
40 education fund.

1 Sec. 3.
2 DEPARTMENT OF HUMAN RESOURCES
3 (a) There is appropriated for the above agency from the following
4 special revenue fund or funds all moneys now or hereafter lawfully cred-
5 ited to and available in such fund or funds, except that expenditures other
6 than refunds authorized by law shall not exceed the following:
7 Neighborhood improvement and youth employment fund .................... $200,000
8 Provided, That all expenditures from the neighborhood improvement and youth employ-
9 ment fund for the purposes of establishing, enhancing and maintaining employment op-
10 portunities during the summer months and after school to individuals through payments for
11 labor and related costs associated with the repair, maintenance and renovation of essential
12 community facilities, all in accordance with the neighborhood improvement and youth em-
13 ployment act.
14 (b) On July 1, 1997, the director of accounts and reports shall transfer
15 $200,000 from the state general fund to the neighborhood improvement
16 and youth employment fund.
17 Sec. 4. Effective date. This act shall take effect and be in force from
18 and after July 1, 1997, or the date upon which the omnibus reconciliation
19 spending limit bill of 1997 becomes effective, whichever is later, and its
20 publication in the statute book.
