AN ACT concerning the adjutant general; creating the armory building
fund.
Be it enacted by the Legislature of the State of Kansas:
Section 1. (a) There is hereby created in the state treasury the ar-
mory building fund. All moneys credited to the armory building fund shall
be used solely for capital improvement projects for the purposes of con-
structing, renovating, rehabilitating, repairing, remodeling or razing of
armory buildings or other buildings and facilities under the jurisdiction
of the Kansas military board or the adjutant general. Such expenditures
shall be made in accordance with appropriation acts upon warrants of the
director of accounts and reports issued pursuant to vouchers approved
by the adjutant general or a person designated by the adjutant general.
(b) Expenditures from the armory building fund for the purpose of
new construction of armories or other buildings and facilities under the
jurisdiction of the Kansas military board shall be made only upon certi-
fication by the adjutant general to the director of accounts and reports
that nonstate moneys are available to match the expenditure of state mon-
eys on a $1 of nonstate moneys to $1 of state moneys basis for projects
financed in part from federal sources. No expenditures shall be made for
any capital improvement project or new construction from the armory
building fund until the adjutant general first has advised and consulted
with the joint committee on state building construction about the pro-
posed expenditure.
Sec. 2. This act shall take effect and be in force from and after its
publication in the statute book.
