AN ACT concerning prairie spirit rail trail; relating to designation as a
  part of the state park system; providing for a moratorium on further
  development of phase II until April, 1998.
Be it enacted by the Legislature of the State of Kansas:
  Section 1.  (a) No part of the prairie spirit rail trail in Allen, Anderson
and Franklin counties shall be designated as a part of the state park system
until on or after July 1, 2000.
  (b)  Development of phase II of the prairie spirit rail trail from Rich-
mond to Ottawa shall halt on the effective date of this act and shall not
resume until April, 1998.
  Sec. 2.  This act shall take effect and be in force from and after its
publication in the Kansas register.
