8 AN ACT concerning school districts; authorizing adoption by boards of 9 education of teacher reimbursement plans; providing state aid to 10 school districts which adopt such plans. 11 12 Be it enacted by the Legislature of the State of Kansas: 13 Section 1. (a) The board of education of every school district may 14 develop and adopt a teacher reimbursement plan under which classroom 15 teachers may be reimbursed for amounts such teachers have expended 16 of their personal moneys for the payment of expenses for attendance at 17 an accredited teacher education institution in order to earn the profes- 18 sional development points for college credit or to complete the college 19 credit hours in an approved teacher education program required for cer- 20 tification renewal purposes. Any such plan shall provide a procedure un- 21 der which the board may receive, consider and evaluate applications of 22 teachers for reimbursement. Any application submitted to the board by 23 a teacher for reimbursement shall be made in writing upon a form pro- 24 vided by the board. The form shall include the name of the teacher mak- 25 ing the application, a statement itemizing the expenses incurred for at- 26 tendance at the teacher education institution and the amount expended. 27 The board shall consider each application for reimbursement as soon as 28 practicable after the application is submitted. The board shall make de- 29 termination of all applications submitted by teachers and may authorize 30 payment of an amount of reimbursement to each teacher that is equal to 31 the amount expended by the teacher for payment of the expenses in- 32 curred for attendance at a teacher education institution. For the purposes 33 of this section, expenses for attendance at a teacher education institution 34 includes the costs of tuition, fees, books and supplies. 35 (b) Each board of education which has adopted a teacher reimburse- 36 ment plan in accordance with the provisions of subsection (a) may file an 37 application with the state board of education for state aid and shall certify 38 to the state board the amount of actual expenses incurred by the school 39 district for effectuation of the plan. The application and certification shall 40 be on a form prescribed and furnished by the state board, shall contain 41 such information as the state board shall require and shall be filed at the 42 time specified by the state board. Approval by the state board of the HB 2234 2 1 2 -application is prerequisite to payment of state aid under this section to 3 any board. 4 (c) In each school year, each school district, in which there is in effect 5 a teacher reimbursement plan, is entitled to receive from appropriations 6 therefor an amount which is equal to the amount certified to the state 7 board in accordance with the provisions of subsection (b). The state board 8 shall certify to the director of accounts and reports the amount due each 9 school district. The director of accounts and reports shall draw warrants 10 on the state treasurer payable to the treasurer of each school district 11 entitled to payment under this section upon vouchers approved by the 12 state board. 13 (d) Moneys received by a board of education under this section shall 14 be deposited in the general fund of the school district. Moneys deposited 15 in the general fund of the school district under this subsection shall be 16 considered reimbursements to the district for the purpose of the school 17 district finance and quality performance act and may be expended 18 whether the same have been budgeted or not. 19 Sec. 2. This act shall take effect and be in force from and after its 20 publication in the statute book.
