17 AN ACT relating to lobbying; prohibiting certain acts; amending K.S.A.
18 46-232 and repealing the existing section.

20 Be it enacted by the Legislature of the State of Kansas:
21 Section 1. K.S.A. 46-232 is hereby amended to read as follows: 46-
22 232. (a) No state officer or employee shall engage in lobbying his such
23 officer's or employee's own state agency, if he such officer or employee
24 accepts compensation specifically attributable to such lobbying, other
25 than that provided for the performance of his such officer's or employee's
26 official duties. Nothing in this section shall prohibit a state officer or
27 employee from lobbying without compensation other than that which he
28 such officer or employee is entitled to receive for performance of his such
29 officer's or employee's official duties.
30 (b) From and after January 1, 1998, no individual shall engage in
31 lobbying or be employed as a lobbyist within one year following: (1) The
32 date of resignation from or the expiration of a term of any state office to
33 which the individual was appointed by the governor; or (2) the date of
34 resignation from office or the expiration of a term of office for which such
35 individual was elected or appointed to membership in the state legislature.
36 The provisions of this subsection shall not prohibit lobbying by
37 individuals described in this subsection if such individual is not
38 required to be registered pursuant to K.S.A. 46-265, and amend-
39 ments thereto, or if such individual is not paid compensation spe-
40 cifically attributable to such lobbying or such individual is formally
41 appointed as the primary representative of an organization or
42 other person to lobby, but such individual is not paid compensation
43 other than personal travel and subsistence expenses.

1 Sec. 2. K.S.A. 46-232 is hereby repealed.
2 Sec. 3. This act shall take effect and be in force from and after its
3 publication in the statute book.
