10 AN ACT concerning campaign finance; prohibiting contributions and so-
11 licitations for contributions during certain time periods; amending
12 K.S.A. 25-4153a and repealing the existing section.

14 Be it enacted by the Legislature of the State of Kansas:
15 Section 1. K.S.A. 25-4153a is hereby amended to read as follows: 25-
16 4153a. No registered lobbyist or political committee person, other than
17 an individual, shall make a contribution as defined by subsection (d) of
18 K.S.A. 25-4143, and amendments thereto, to any legislator, candidate for
19 membership in the senate or house of representatives or, candidate com-
20 mittee for any such legislator or candidate, the committee established by
21 a state committee of any political party and designated as a recognized
22 political committee for the senate or house of representatives, a political
23 committee established to support or oppose candidates of a single
24 party for nomination or election to either the house of represen-
25 tatives or the senate, state officer elected on a statewide basis, candidate
26 for state office elected on a statewide basis or candidate committee for
27 any such officer or candidate after January 1 and prior to May 15 of any
28 year of each year and prior to adjournment sine die of the regular
29 session of the legislature or at any other time in which the legislature
30 is in session and. No such legislator, officer, candidate or committee shall
31 accept or solicit any contribution as defined by subsection (d) of K.S.A.
32 25-4143, and amendments thereto, from any registered lobbyist or polit-
33 ical committee person, other than an individual, during such period. No
34 legislator, candidate for membership in the senate or house of rep-
35 resentatives or candidate committee for such legislator or candi-
36 date shall solicit donations for any community service, civic, edu-
37 cational, youth, recreational, charitable, religious, scientific or
38 literary organization from any lobbyist or person, other than an
39 individual, during such period.
40 New Sec. 2. Not more than one political committee shall be
41 established by the members of either house of the legislature be-
42 longing to the same political party and designated as a political
43 committee for the member of such party in such house. The polit-

1 ical committee recognized and defined as a party committee by
2 subsection (g) of K.S.A. 25-4143, and amendments thereto, for
3 members of any political party in either house of the legislature
4 shall not be considered a political committee for the purposes of
5 the limitations imposed by this subsection.
6 Sec. 2 3. K.S.A. 25-4153a is hereby repealed.
7 Sec. 3 4. This act shall take effect and be in force from and after its
8 publication in the statute book.
