16 AN ACT concerning certain claims against the state; making appropria-
17 tions, authorizing certain transfers, imposing certain restrictions and
18 limitations, and directing or authorizing certain disbursements, pro-
19 cedures and acts incidental to the foregoing.

21 Be it enacted by the Legislature of the State of Kansas:
22 Section 1. For the fiscal year ending June 30, 1997, appropriations
23 are hereby made, restrictions and limitations are hereby imposed, and
24 transfers, disbursements, procedures and acts incidental to the foregoing
25 are hereby directed or authorized as provided in this act.
26 Sec. 2. The department of revenue is hereby authorized and directed
27 to pay the following amounts from the motor-vehicle fuel tax refund fund,
28 for claims not filed within the statutory filing period prescribed in K.S.A.

34 Sec. 20 [21] 18. [20.] (a) Except as otherwise provided by this act,

38 pay the amounts specified in such sections to the claimants or their legal
39 representatives or duly authorized agents, as provided by law.
40 (b) The director of accounts and reports shall secure prior to the
41 payment of any amount to any claimant, other than amounts authorized
42 to be paid pursuant to section 2 as motor-vehicle fuel tax refunds or as
43 transactions between state agencies as provided by this act, a written
