Journal of the House

FORTY-NINTH DAY

Hall of the House of Representatives,

Topeka, KS, Tuesday, March 24, 2026, 10:00 a.m.

The House met pursuant to adjournment with Speaker pro tempore Carpenter in the chair.

The roll was called with 122 members present.

Rep. Delperdang was excused on verified illness.

Reps. Awerkamp and Sawyer were excused on excused absence by the Speaker.

Present later: Reps. Awerkamp and Delperdang.

Excused later: Reps. Brownlee Paige, Poetter Parshall and Winn.

Prayer by guest chaplain, Senior Pastor Tobias Schlingensiepen, First Congregational Church, Topeka, and guest of Rep Woodard.

O God,

We know, or could know - if we only checked - what you expect from those of us who are responsible for the well-being of your people.

You have told us forcefully and clearly through the mouth of your prophets, as well as through your son Jesus Christ, what you demand of us: that we are to care for one another, especially prioritizing the plight of the poor and the vulnerable.

As you declared through the mouth of your prophet Micah, you reject the pious platitudes we send up to you while we fail to do your will, "on earth, as it is in heaven."

And I ask you, O Lord, how have we done this session?

You know, O Lord. You know.

We know, too.

And whether or not that troubles us is the measure of whether or not we truly care about your will for us.

And so I ask, Do not give us a pass but open our eyes, so that we may see and walk down the way everlasting, where you await, already embracing those we casually disregard or completely forget.

Lord, have mercy. Amen.

The Pledge of Allegiance was led by Rep. Corbet.

INTRODUCTION OF GUESTS

There being no objection, the following remarks of Rep. Humphries are spread upon the Journal:

We love our state championships in Kansas. But today I have the distinct privilege of introducing to you national champions. These ladies are the cheerleading team from Andover Central High School, and they won first place in the non-tumbling division of the National Cheerleading Association’s National championships in Fort Worth in January.

If you were a cheerleader in high school or college, please join us in front.

I’d like to introduce the team to you. The coaches and seniors here at the well:

  • Desirae Moreno, coach

  • Maddie Stutts, coach

  • Jasmine Rader

  • Gracie Maritinez

  • Claire Cunningham

  • Nicole Crawford

  • Lakyn Findley

As well as some of the team in the gallery.

As everyone here at the well knows, cheerleading now is a sport and has changed since decades ago. Now, cheerleaders must have several attributes. First, a positive attitude, always upbeat; Next strong teamwork---they  must work together constantly;  Third, a high work ethic, dedication in practice and focused; Also coachability; and of course, excellent physical fitness and stamina. These women are athletes.

Please join me in honoring National Champions, The Andover Central High School Cheerleading Team!

INTRODUCTION OF GUESTS

There being no objection, the following remarks of Rep. Borjon are spread upon the Journal:

Greetings colleagues, Today is a special day (for sure) here on the House floor as I have the distinct honor of rising before the body to recognize the Topeka Hayden Wildcat Girls' basketball team for winning the 2026 KSHAA Class 4A State Championship, defeating Bishop Miege 57-52 on March 14, 2026.

The Wildcats beat Andale in the opening round and No. 1 seeded Wellington in the semi-finals before beating Bishop Miege.

This marked Hayden’s first girls’ basketball state championship in 22 years – last winning in 2004.

Here is the line-up – joining me on the floor:

  • Senior Ella Foster

  • Senior Lauren Borjon (yes, that’s my daughter)

  • Senior Kadence Watts

  • Senior Reese Huscher

  • Emberly Connell

  • Alana Mitchell

  • Haley Schmidtlein. Haley was the leading scorer with 24 points and 11 rebounds.

  • Blakely Walter

  • Sophia Wichman

Congratulations to the coaches and team on this outstanding accomplishment. Topeka, as well as Kansas, could not be prouder. We wish you all much success and a bright future ahead.

Colleagues, please join me in recognizing this outstanding group of lady athletes. Thank you!

Rep. Borjon presented the team with a framed House certificate in honor of their championship.

INTRODUCTION OF GUESTS

There being no objection, the following remarks of Rep. Hoffman are spread upon the Journal:

Colleagues today, I am excited to introduce to you, the South Central Timberwolves High School seniors boys, the 2025 8-Man Division 1 State Football Champions.

South Central finished the 2025 season 12-0, winning the first State Championship in school history. The Timberwolves outscored their opponents 632-174, with a total of 4,328 yards compared to 1,698 yards gained by their opponents under the leadership of Coach Brett Westrup.

Today with me are:

  • Jack Herd

  • Jayden Boatman

  • Tyler Pauly

  • Michael Jordahl

  • Boston Woodrum

Unfortunately, Coach Westrup was unable to be here today, but he said that this year's seniors were a big part in “Setting the Standard” for the future of the South Central program by taking their team to the first ever Sub-State appearance in 2023. Then repeating that standard by making a Sub-State appearance in 2024 and 2025.

They were Sub State football Runners-Up in 2023, before posting a 12-1 record in 2024 as the State Runners-Up.

Jack Herd and Tyler Pauly were both selected to represent South Central at the Kansas 8-Man All-star game in June.

Jack Herd was named the Kansas 8-Man Division 1 defensive player of the year. Jack was also the first football player since consolidating to be selected to play in the Kansas Shrine Bowl on behalf of South Central.

Although this is the first state championship for the South Central Timberwolves, the combined school of Coldwater, Protection, and Wilmore, is not a stranger to state championships.

The Protection Panthers won the 1A football championship in 1978 going 12-1, before going 13-0 in 1983 to win the 8-Man DII football championship.

Coldwater Eagles went 12-0 to win the 8-Man DI football championship in 1985, in 1994 they went 14-0 to win the 8-Man DI football championship, then 13-0 to win the title again in 1995.

I thought for a little while I was going to also be able to introduce them as the State Basketball Champions too, but they fell short that game in the last few minutes.

That withstanding, the Timberwolves Boys are back-to-back state basketball runners-up in 2025 and again this year in 2026, ending this season with a 22-5 record, while the Lady Timberwolves are the 2026 Sub-State runners up with a record of 13-8. These last two years are the best two seasons the school has ever had even before the consolidation.

There were no seniors on the girl’s team, but the boy’s team was led by two time First Team All-State Player Jack Herd, who happened to be the only senior on the team.

It has truly been a great year for South Central. So help me congratulate these young men for a great couple of seasons and for their 2025 State Football Championship.

Rep. Hoffman presented the team with a framed House certificate in honor of their accomplishments.
